So minutes ago, I used an IMEI checker to see if an iPhone I found on Ebay is still tied up to T-Mobile. So when I entered the IMEI and pressed check, it showed me that the "Device has an outstanding balance". What does that mean and how will that effect me if I decide to purchase the phone?
