I have a problem with my iPhone 8plus?

Since I bought it, the ITunes Store never worked. Every time I'm opening the app it says "Open ITunes U app" after pressing there it says "Can't connect to ITunes Store" I tried a lot of things, like changing the country, sending an e-mail to the apple support, but still nothing. Can someone help me, please?
