I sent 20 dollars to a number that is not even registered to any bank account?

This guy from Mexico is selling some cool iPhone cases and I wanted to buy one so he gave me his name and the city where he lives and all his info but I thought he had a bank account where I could send him the money, so I send him the money to his phone number and his name but his number isn't even registered to any bank accounts what he basically meant is that he wanted me to send him the money personally via a local store where they give me a code and then I give him the code and with that code they can give him the money, so now the money is sent to his phone number but the problem is that his number isn't even registered to any bank accounts so my question is can I claim my money back? On the transfer info says that if the transfer isn't claimed after 14 days the transfer will be canceled? So after 14 days will I get my money back? By the way this guy has a company where he sends thousands of things everyday so is nothing like he wants to rob me.
