Which Platform is best for Mobile Apps?

I want to make new apps but few developer say phonegap is best platform for mobile apps and i was heard its not good. And few developer say make separate apps like one Andorid Apps, Window Apps and Iphone Apps. So please let me know which option i choose from start my apps work.
