What do I do If my Iphone doesnt turn off?

Okay so My iphone Refuses to turn off, The Lock button Works, but the Red Arrow does not work! Its at the end of the slide box, instead of the begining. Wierd I know :( PLEASE HELP! Im Frustrated -.-
