Ok today I opended up my PC ( Window 7, and my screen some weird FBI thing popped up on my screen., I can't open internet explorer, I can't open anything. I tried to search up on my iphone what could possiable be, the conclusion was that this was a virus, I wasnt 100% sure

Name: The FBI Federal Bureau of Investigation
It says I had a child porography in my files.
It says I have to pay in 72 hours or my files will be " detained "
FYI, I am not a computer expert.
